Car Smoking Between Shifts ?

I have a 1992 AWD Turbo Eclipse and when I boost in between shifts it will dump a cloud of blue smoke. It doesnt smoke at idle or driving easy. It does however smoke from the dipstick and pop it out after boosting. It has a new pcv valve, new valve seals, and compression test is perfect. When i pull the oil cap off which makes the smoke come out of it instead of the dipstick its just blowing out and the car runs better?! Meanwhile its smoking out of the cap or dipstick it still has a lot of exhaust gas coming out of the tailpipe but its not smoke. Its also got a brand new Cometic MLS Head Gasket. My negative vacuum at idle is -9 and usually they are in the -15 - -20 range. Any ideas? All intake pipes including the intercooler itself is now coated in oil along with the throttle body and inside the intake manifold. No oil in airfilter, but from the oil coming out of the breather hose my intake/turbo is filled with oil. The turbo has absolutely no shaft play in anyway, but the wastegate flapper housing has cracks around it in the turbo exhaust housing (but I think that only effects spool time and poositive vacuum situations)
