How can I promote vocalists for my music?

So I'm making music currently. Right now it's strictly instrumental with piano, acoustic, and electric guitar. I'm the only one so far, and I'm looking for one vocalist who can sing and rap. I'm not searching for anybody online, but how can I get people from around my community? Like posting fliers? I'm stumped.
