Where can I get the video editing software for Panasonic 3CCD Model PV-GS65?

It's a MIniDV camcorder - just about any video editor will work. Try Windows Movie Maker - it's free and does a good enough job to introduce you to the basics. I like Sony's Vegas Movie Studio as the next step up - for most people it's the only one they need to take.
